This feature is now available in our latest update to VectorVest 7, currently being rolled out.
This feature can be turned off in the Graph Settings dialog.

For now the best way to do this is with the Crosshair Cursor which can be selected from the toolbar next to drawing tools. The OHLC values will appear in the grid on the right with the value of the point you are hovering on.
Is this the feature you are looking for or do you want to see a tooltip on the candle while hovering?
